CE Marking of Cement and concrete additions

Cement primarily composed of clinker, slag, pozzolana, fly ash, limestone, silica fumes or calc-schist, is one of the primary construction products, due to the amount produced as well as its applications. It is considered a critical product, because it directly affects the safety of the structures in which it is used.

Marketing of cement in Europe is regulated by the Construction Products Regulation 305/2011. Manufacturers or their representatives in the European Union are solely responsible for compliance of their products with the terms of the regulation, both for trade and use. When a manufacturer identifies its cement with the CE mark, this shows that the cement complies with the harmonized standards and therefore fulfills the essential requirements of the regulation. CE marking of mortars is governed by a 1+ assessment system, which requires the intervention of a notified body to perform a factory production control audit.

Solution

Applus+ is a Notified Body* for CE marking of cement. We work with producers throughout the entire CE marking process of their products. CE marking of cement is based on the 1+ assessment system and harmonized standards:

• EN 197-1:2011 Common cements
• EN 14216:2004 Very low heat special cements
• EN 197-4:2004 Low early strength blastfurnace cements
• EN 413-1:2011 Masonry cement

For this process, a series of tasks to be carried out by the manufacturer and another to be completed by the Notified Body are defined:

Manufacturer responsibilities:

• Factory Production Control (FPC) implementation
• Self-inspection and contrast program

Responsibilities of the notified body:

• FPC initial inspection, assessment and acceptance 
• Annual safety and assessment inspections
• Type testing
• Follow-up or contrast testing
• Statistical study of results

• Certificate of constancy of performance (NB)
• Declaration of performance of the cement (Manufacturer)
• CE marking and labeling of the cement (Manufacturer)
