CE Marking of Bituminous Mixtures

Hot or cold bituminous mixtures have several different uses, the most notable of these being when they are permanently added to the surface course of roads and other infrastructures projects, directly influencing the useful life, quality and safety of these structures. Sales of bituminous mixtures in Europe are governed by the Construction Products Regulation 305/2011.

Manufacturers or their representatives in the European Union are solely responsible for compliance of their products with the terms of the regulation, both for trade and use. When a manufacturer identifies its bituminous mixture with the CE mark, this shows that the mix complies with the harmonized standards and therefore fulfills the essential requirements of the regulation. CE marking of bituminous mixes is regulated by an 2+ assessment system, which requires the intervention of a Notified body to perform the factory production control audit annually.

For CE marking of bituminous mixtures, a series of tasks to be performed by the manufacturer and the Notified Body are defined:

Responsibility of the manufacturer:

• Perform Type Testing (by the manufacturer's own resources or by an accredited laboratory)
• Implement Factory Production control (FPC) 
• Draw up a program of follow-up testing, specifying types, frequencies, etc.

Responsibility of the Notified Body:

• To perform FPC Initial Inspection, assessment and acceptance>
• To perform annual safety and assessment inspections

CE Marking documents:

• Certificate of Conformity of the Factory Production Control (Notified Body)
• Declaration of performance of the bituminous mixture (Manufacturer)
• CE marking and labeling of the bituminous mixture (Manufacturer)
